Use three words to describe your character's personality: Inventive, romantic, tenacious
Describe what their special powers/talents are: Dr. Horrible, besides possessing a PhD in "horribleness", is a genius inventor of diabolical yet not-quite-effective machines. His arsenal of evil devices include a transmatter ray (which mixes up the molecules of whatever he's transporting during the procedure, rendering the object unrecognizable from its original form) and a freeze ray to stop his enemies in their tracks (takes a few moments to start up, and is not always guaranteed to work for long periods of time). Other inventions include a death ray and muscle neutralizer ray, both of which failed to work accordingly. He also has a particularly euphonious singing voice.
Provide a brief bio of your character's canon history (keep as spoiler-free as possible, please): Dr. Horrible - or rather his real life secret identity, Billy Buddy - is a struggling inventor bent on world domination. As taking over the world is a lofty goal at best, he constantly tries to earn acceptance into the E.L.E.: The Evil League of Evil, run by the mysterious leader, Bad Horse. Much of his time is spent plotting ways to either prove himself a worthy candidate of the E.L.E., or battling his nemesis, the do-gooder Captain Hammer, whom Dr. Horrible has referred to as a "corporate tool" on multiple occasions. Dr. Horrible also keeps a dart board in his lair, with Captain Hammer's face in the middle in yellow. Trained in the traditional evil genius school, Dr. Horrible fervently enjoys thinking of ways to defeat his heroic adversary.
The highlight of Dr. Horrible's life is Laundry Day, a day when his alter ego Billy Buddy can do his laundry at the local Coin Wash alongside Penny, the red-headed girl of his dreams and local advocate for the homeless. Still too shy to speak with Penny, Billy longs for the day he will finally muster up the courage to say hello. Until then, he fantasizes about her hair, her voice, and sweeping her off her feet to live a life of happiness (and would happily give her the entire continent of Australia should he finally achieve his dream of world domination). Penny remains oblivious to either Billy or his alter persona, Dr. Horrible. The rest of his time is spent chronicling his daily life on his video Blog, describing his inventions and answering his fanmail.
Little of Dr. Horrible/Billy Buddy's past life is known, other than that he works with his sidekick Moist, and has always had a gift for invention and (evil) science. Described as a "low rent" supervillain (as none of his evil plots ever bring him back much capital), he is wholly pessimistic about the future of human civilization as it stands, and feels that a world ruled by him would be a far better alternative. Not your typical supervillainous scoundrel, Dr. Horrible is entirely against killing people to get what he wants, and will even show mercy to his archnemesis Captain Hammer, if the alternative is giving him a faceful of Death Ray.
In other words...
Billy Buddy is just your average guy. Shy, reliable, dependent, and considerate of others.
His alter persona Dr. Horrible, however, has a PhD in horribleness and is a shoe-in candidate for the Evil League of Evil. Just as soon as he figures out how to rid the world of his do-gooder nemesis, Captain Hammer, and win the heart of Penny, the girl of his dreams.
